Should just make people with above a certain number of kills be banned from yell problem solved

If anything, I think ::yell should be a privilege to those who've played over a certain amount of time. But nobody said it better than @Respire1337, it won't change yell quality at all, if that is the motive behind this suggestion. It also affects a mean of players to ask questions and advertise their sales and cc's.
