wave spells

are the wave spells (fire, water, earth,air ) really underpowered or am i just hitting shit? rarely do i hit over a 20 with it

Fire wave should have a max hit of 20 without any damage boosting gear.
Earth wave is 19
Water wave is 18
Air Wave is 17
